Problem Solved

The purpose of Cata-Vida is to solve the difficult challenges that the cooperatives of garbage pickers from Sorocaba and surrounding areas faced to commercialize collected material. When acting on their own, organizations had to rely on middlemen because they could not accumulate enough material to negotiate directly with recycling companies. Therefore, they would sell the material at relatively low-prices generating a low-income for pickers.

Solution Adopted

In 2011, during a Regional meeting organized by Ceadec solidary marketing became part of the agenda and was discussed with representatives from the cooperatives and associations of garbage pickers from different municipalities of the Sorocaba region, indicating a joint initiative to gather efforts. With the support of Ceadec, the collective marketing experience from the municipalities of Sorocaba, Votorantim and Salto de Pirapora was replicated during the meeting. This resulted in increased motivation and inclusion of new cooperatives in the process. The final outcome of the event was the establishment of the Regional Coordination of Garbage Pickers, an instance for the representation, discussion and deliberation of garbage pickers cooperatives from the region. Another important achievement was the consolidation of the Solidary Network of Recycling Cooperatives from the Sorocaba Region. Ever since this meetings, all initiatives are discussed and decided by the Regional Coordination of Garbage Pickers, which holds monthly meetings to take decisions and evaluate the actions and operation of the Network. Advised by Ceadec, the cooperatives also implemented transport logistics to optimize available resources and lower costs of material shipment. Cata-Vida Logistics Network is a joint project built through the experience of garbage pickers, based on a direct rapport with residents and their adoption of selective garbage collection. It is also the result of an integrated solidary management cooperative system for the marketing of recyclable material and an attempt to give a more humanitarian perspective of the work of garbage pickers. At the beginning, the Network disposed of the infrastructure, equipment and vehicles of the cooperatives. Ceadec supported and financed, with its own funds, the logistics organization. Ceadec also coordinated and monitored the work of cooperatives to seek new markets and to negotiate better prices for the material. Besides the joint commercialization of material, a process to strengthen garbage pickers businesses and their leaderships took place. This was done through close monitoring of the cooperatives and organization of courses and seminars stimulating the principles of self-managed cooperatives. They also searched new partnerships to reinforce this work. This constant quest for new partners got the support of Petrobras. As of December 2003, Petrobras supports Cata-Vida in its different stages. Cata-Vida was the first Network in Brazil to benefit from Petrobras’ support, which allowed significant and structuring achievements for the Network. Ever since the establishment of the Network, verticalization of the production chain of materials from selective garbage collection was amongst the recommendations. The decision to do so was a result from the assistance received by the organization, the strengthening of the companies, a more human perspective of selective collection, continuous capacity-building and the constant quest for popular participation and punctual governmental support in each location. This was a planned decision discussed by the garbage pickers themselves during the Training Course on Solidary Business Management, Networks and Human resources. The course occurred in 2007, it was sponsored by Petrobrás and promoted and organized by Phase III of Cata-Vida Project. During the course, dispensed by Ceadec, the pickers have developed two business plans for Cata-Vida Network: the Polymers Division Plan and the Oil Division Plan, both seeking to implement the processing of oil material from frying and PP and PE polymers through Cata-Vida Network. The Oil Division is fully operational and the Polymer Division is being implemented, which will enable washing, milling and extrusion of polymers, producing granulates to sewer pipes in order to increase added value to the final product.
