Poor neighborhoods face inequalities and discrimination and suffer from urban violence, mainly in the form of criminality and police brutality. These factors result in the exacerbation of fear and cause family, community and social conflicts.To face this reality public policies are needed to ensure services of health, education, assistance, culture, security, etc. But progress in citizenship presupposes organization and participation, meaning education on rights. Popular mediation, helped by juridical assistance with the participation of local leaderships, stands out as efficient for the management of family, neighborhood and consumer conflicts, among others. It brings peace, it is instructive, prevents violence and educates, thus helping a peaceful and solidary organization and coexistence. Finally, the poor population faces difficulties to access security and justice, given their lack of information, of means of locomotion and because they are inhibited by the architecture, the formalities and the language of institutions. Popular mediation receives and manages their conflicts, sending them to formal institutions only when necessary.

Solution Adopted

Education on human rights and citizenship, as an instrument to empower community leaders acting in poor neighborhoods, was the first strategy adopted by the NGO Juspopuli Office of Human Rights. They developed a training program on human rights and conflict mediation, addressed to community leaders and other social actors. The courses, lasting between 40 and 120 hours of studies, had an interdisciplinary program and a consistent approach to several areas of Law (Constitutional, Administrative, Civil, Penal, Consumer, etc). Moreover, mediation was emphasized as an important extra-judicial alternative for the autonomy of communities and the out-of-court solution of conflicts. Educational actions first recognize the previous knowledge and common sense, adopting interactivity and dialogue as mechanisms to build an always unfinished and incomplete knowledge, which takes into consideration not only the transmission of formal and objective subjects, but also the training for citizenship and for evolution. The creation of Popular Offices for Counseling on Rights and Conflict Mediation was the second strategy adopted, to disseminate education on rights and to solve conflicts out of court. In counseling and channeling (to public or private services), as well as in mediation activities, prevails the educational character incorporated by the counselor/mediator, who becomes an important reference in the community. Organized in associations of poor districts and other community spaces, these Offices strengthen the principle of equal rights for all, respecting their differences and ensuring the participation of the different social sections in the decisions of public policies addressed to them. Technology has involved communities in several ways, not only through communications, mainly the community media, but also through direct contact, with the help of those received and assisted in the Popular Offices of Mediation or in specific programs of partnership with other organizations. On the other hand, training on human rights and mediation with courses, seminars and other formative events, carrried out in a careful and qualified way, includes the representation of communities that become motivated and committed to the knowledge they acquire on these occasions.
